    I don't know how you got "he broke the rules" from "it's not supposed to be." It's assumed we won't have an irresponsible jerkass in the highest office in the land (which was actually one of the safeguards that the electoral college was supposed to prevent). We should probably revisit that under the circumstances.

    The wiki shows some types of declassifications and corresponding orders mostly pertaining to documents (25 years older or more)

    I don't see anything in there that shows the process a POTUS must follow.

    I can't find anything that disputes this statement:


    "The minute the President speaks about it to someone, he has the ability to declassify anything at any time without any process,"

The person or agency that has the right to keep something secret (or the successor agency, if original agency no longer exists) is the same one that has the right to decide when it should be made public. The hierarchical structure of government means that, in general, if a person has that power, so do her direct superiors, all the way up the chain. The President, at the top of the ladder, is everyone's superior.
